Russian telco Summa Telecom is threatening legal action against federal licensing authorities after a wireless spectrum auction was delayed. Summa was one of the winners in the first phase of a recent tender, gaining concessions in the country’s Far East Federal District. But the government has now announced that the remaining tenders will be postponed while it studies the awards system, with major cellcos claiming it favours new entrants such as Summa. Summa claims that authorities have the right to change the auction rules only if the original tender is cancelled and then rearranged, CNews reports; the terms cannot be altered in the event of a postponement, the telco claims.
